Meeting Minutes - April 17, 2006

Meeting was called to order at 7:05 PM
Present: Greg Barker, Bob Heckman, Bob Spoerl, Tom DiMaggio, Rhonda O'Hearn, Jim Lalla, Leif Erikson, Josh Stevens, Pete Johnson, George Cook, Peter Colbath (for Danae Colbath)
Secretary's Report:
Motion make by Bob Heckman to accept the meeting minutes of previous meeting of March 20, 2006 as posted on the website. Jim Lalla seconded the motion. Minutes accepted.
Treasurer's Report:
Bob Heckman distributed a summary of activity from 3/20/2006 to 4/17/2006. Current cash balance is $1,807.74. Jim Lalla made a motion to accept and Tom DiMaggio seconded the motion. Treasurer's Report accepted.
Committe Reports:
None.
OLD BUSINESS:
Berlin Project
The project is through the legislature and they are currently looking at proposed
changes to the plan. Jim Lalla and George Cook have opened up dialogue with
interested parties. Tom DiMaggio will forward an email address used to gather a list
of interested users in the park to George Cook. George will email NHMA's interest in
the project.
Legislation Tom DiMaggio has been in contact with Representative
Russel and currently there are no bills that legislation could be attached to listing
mushers as a trail user. Because Rep. Russel is on the Resource, Recreation, and
Development Committee, he could only co-sponsor proposed legislation. Will need to
have proposed wording drafted prior to Fall to be able to be considered for the Fall
session of the legislature. Ed Clifford had posted proposed wording on the web which
used a similar format as the equestrians used in RSA 508:19 Ð Limitation of Actions.
George Cook has been in contact with Representative James Phinary and it appears that
he would be willing to sponsor any proposed legislation.
Guest Speaker Tim Acerno of the Fish and Game
spoke at the meeting. The Fish and Game sets all policy on all
legislative matters regarding trail usage. Tim may be able to
assist us in drafting the legislative language as trail users. He
suggested that we put any and all ideas as being trail users on
multiple snowmobile and other trails down on paper. These ideas
can be utilized in the draft of the legislative language.
Discussion continued regarding the use of DTVs as training tools
especially in marginal snow conditions for safety reasons. The
discussions regarding the definitions of an OHRV (includes ATVs)
and the differentiating element between them and the carts/rigs
utilized in training is that an OHRV is mechanically propelled.
It was suggested that a separate definition be created for DTVs.
The most significant difference between DTVs and ATVs would be
that a team of dogs would always be attached to a DTV. Tim stated
that he would assist with this wording as well.
NEW BUSINESS:
Trails Advisory Committee and Trails Bureau Chief Currently there is
one person on the Trails Advisory Committee, Bill Gagidas who took over for Chris
Gamache. The selection process to replace Paul Gray as Trails Bureau Chief is
ongoing.
Bill Bartlett Bill will be stepping down from the board for personal reasons. Bill will serve through the annual meeting. Bill Matott may fill the position.
Danae Colbath Danae submitted her resignation of the secretary's position and has agreed to serve through the annual meeting.
Dues Dues notification will be posted on the website on May 1st.
Sidehillers George Cook announced that the Sidehillers are looking at 2 trail relocation projects. Because the trails are located in the U.S. Forest, Saco District there is a comment period prior to the trail relocations. The information will be posted on the website.
George Cook made a motion to end the meeting and Bob Heckman seconded. Meeting adjourned.
