Rules and Safety: nothing new to report
Trails:
New website there is a list of state available trails...now accessible to anyone and everyone is encouraged enter updates, even if conditions are bad.
Old Business:
Proposed constitutional changes reviewed.

1. If a special meeting is needed then at least15 members must be present
2. Change of annual meeting date and fiscal year end from August to May
VOTE HELD AND CHANGES PASSED.
New Buisness:
Tom's discussion of ATV use on state trails.
Certain sections of the Rockingham trail system has been eliminated due to the express wishes of the towns in question (Epping, Raymond)...this very much affects Ed Clifford and discussion took place on why this has to be. Conversation with the state brings to light that this trail IS only a state trail Town officials have been allowing Ed to train there but that had to be ended to pursue access to any state trails.

Trails can be added with changes to attachment A(list of trails)
Q. Who needs to be advised in these towns of this agreement?
the NHMA will notify the towns, fish and game etc...and members will be given an ATV sticker and expected to follow our code of ethics!
Bob Spoerl points out that the White Mountian National Forest may be interested in signing on to this program and that may encourage the Army Corps of engineers.
Christine motioned that we allow the board to accept/decline it after posting on the website which allows all to view and comment the Memorandum of agreement...comments to be sent to Tom

Hill Problems:
Tom obtained permission for ATV use to be allowed at Hill...Tom and Ivan were both stopped using ATVs on snow.
Incident woman with 3 loose dogs...one almost ran into a large team, the driver gunned the engine, called up the dogs and got by. The woman then came back to the staging area and still had loose dogs near Bill's Mals and Bill asked her to leash her dogs...she refused and was irate.
Bill then talked to the ranger...no one but the woman was upset or considered the incident a problem. The musher with the atv had a permission slip as well.
Second issue. Hunter who lost his dog due to being scared by a dogteam. We don't have details
The head of the Corps area is now not really interested in dealing with us so we really need to report these incidents NO MATTER what it is. We will add this reporting system on the web so that when they come to us with problems...we will have details if someone complains.
We now have a years trial to work this out.
More signs will go up but we have to police each other strongly on that trail. If it happens at Hill it will happen at Blackwater too.
Bob Spoerl suggests that setting up a joint meeting with the forest service and corp people....might help give the corp folks a better perspective. Tom wants to get the people he is working well with (forest service) at the moment on board first and then approach the army corp issues with more support.
